How to Compare Villa Construction Quotations in Dubai
A lower total does not always mean a lower cost for the same villa. Before choosing a contractor, compare what each quotation includes, what it excludes and the information used to prepare it.

Start with the same information
Issue the same architectural, structural and MEP drawings to every contractor, together with the finish schedule and any available quantities. Record the drawing revisions used for pricing. If one contractor prices an earlier design, the totals may describe different buildings.
Compare scope, not only totals
Make a comparison sheet for civil works, MEP, finishes and external works. Ask each contractor to identify exclusions and items priced as allowances. A quotation that omits a package can appear competitive until that package is added later.
- Are excavation, disposal and the assumed foundation scope clear?
- Which air-conditioning, electrical and plumbing packages are included?
- Are kitchen works, wardrobes, landscaping and boundary works included or excluded?
- Which finishes are specified, and which remain budget allowances?
Understand allowances and changes
An allowance is a budget provision for an item that is not fully selected or defined. Ask what quantity, specification and installation scope it covers. Agree how a later selection or design change will be priced and approved. Keep decisions and revisions in writing so the client, consultant and contractor work from the same record.
Review the programme and payment basis
Discuss the intended start, key milestones, procurement assumptions and the information needed before each stage. Compare how progress payments are assessed and what supporting records are expected. Resolve commercial terms with the relevant advisers before signing.
Use a written clarification list
Send the same outstanding questions to the shortlisted contractors and ask for revised quotations where needed. Select the offer that gives you a clear scope, workable programme and understood responsibilities. A transparent comparison is more useful than a headline price per square metre.
